" UNITED SQUADRONS LEAGUE RULES - 2010 "
1) Regular Season Eligibility 1) All teams must be registered for the Closed and/or Open Cockpit League. 2) All pilots must be registered in the USLG forums. 3) All pilots must be listed on their teams roster before that pilot can fly in a scheduled match. If a pilot intends to fly in both open and closed pit divisions, their name must be present on both rosters.
1-A) Playoff Season Roster 1) The roster that a team plays with on their final season match will be locked as their Playoff Season roster. Adding ANY pilot to a team roster will be forbidden for the remainder of the Playoff and Championship season. 2) Any team fielding ineligible players during a playoff or a championship round can be disqualified after an investigation of the offense, and their match forfeited to their opponent.
2) Team Composition 1) Minimum team size for team registration is 8. 2) Defined match team size is 8. 3) No team is required to reduce their roster below eight. Teams fielding less than eight may have to play understrength. 4) Teams may play over-strength by an agreed and balanced number of pilots. 5) Teams may substitute pilots in the 15 min. break between rounds 1 & 2.
3) Match Play 1) Each match will consist of 2 rounds of 60 minutes for open pit and 2 rounds of 60 minutes for closed pit,determined by a round timer. 2) Each round will be flown alternately as Red and Blue. 3) Missions and Plane sets will be historically based. 4) There will be a 15 minute break between rounds. 5) Vulching is ALLOWED.
4) Infringements & Penalties Infringements and suggested penalties to be applied only if the accused acknowledges the foul and a track review by the Pit Commissioner is not necessary: 1) Intentional crashing......................................... -200 per offense 2) Intentional ramming......................................... -200 per offense 3) Flying off the map for more than 60 seconds........ -200 per offense 4) Intentional disconnect..................................... -200 per offense 5) Duplicate ID numbers....................................... -100 (points off team score, not per plane). Fault must be remedied upon warning. Failure to remedy brings match results into question. 6) Incorrect markings........................................... Planes with incorrect or no markings can lose sortie points. (Only planes with correct markings are allowed to keep their parser scores). 7) Failure to record a track.....................................Loss of the ability to protest the match. If the incident requires the review of the Pit Commissioner penalties may increase (see section E).
5) Protests and Disqualifications. 1) All protests MUST be filed with the Pit Commissioner within 48 hrs. of the end of the Match. 2) The complaint must be as specific as possible, listing the infraction, approximate game time, offending pilot ID, and damages suffered by the player. 3) An unedited, uncompressed copy of the FULL ntrack must also be delivered with the complaint. 4) A protesting player must also contact the opponent liaison within 48 hrs, verifying his intent to protest. 5) Upon receipt of the intent to protest, the accused may acknowledge the infraction, avoid Commissioner Review, and accept the penalty points awarded in section, (D) above. 6) Upon receipt of the intent to protest, the accused may deny the infraction, sending the protest to Commissioner Review. The Commissioner may review tracks, interview players, and use any other means to arrive at a decision. 7) The Commissioner can rule for or against the protester, or for or against the accused. The Commissioner may see no Foul, or no damages from a minor foul and dismiss. The Commissioner can decide that the Protester was the Infringing party and rule against him. 8) Once he has opened the track and is reviewing the match, the Commissioner may make a ruling on ANY Violations he sees. 9) If the Commissioner rules against a player, he can apply any penalty he feels appropriate, up to and including, disqualification from the match and removal of ALL the infringing players match points. 10) In extraordinary cases the Commissioner may recommend to the Board of Directors banning a repeat violator.
6) Liaison Negotiations 1) It shall be the duty of Squadron Liaisons to find a day and time for the match that is agreeable to both parties for an available server time slot. 2) The agreed time and USL server number must be entered on the USL calender to confirm the match. 3) Squadron Liaisons can agree on a even number of pilots greater than eight to fly the match. 4) Prior to the match, the Home Team (listed on top of the schedule) liaison will choose either Red or Blue as their first round choice.
7) Mission Start Behaviour 1) When the map is started there will be a period of 5 minutes in order to allow for all pilots to load up, taxi, organise. 2) The parser will message the daemon to announce mission start after 5 minutes. 3) Mapmakers will allow for this time when structuring their map design. 4) Any pilot that gets airborne during the pre-match period will be kicked from the server and will have to rejoin.
8) Server Messages in chat 1) The Server message level will be set so that no standard IL2 messages are displayed. 2) The daemon will display messages sent to it by the parser. The Parser will control all messaging regarding points. 3) Match messaging. a) The parser signals match start. b) The parser signals half match warning. c) The parser signals a 5 minute warning. d) The parser signals a 2 minute warning. e) The parser signals a 5 second countdown and match will end. f ) Team totals are calculated and displayed in the chat. g) The match winner is displayed in the chat.
9) Aircraft and Load-out limits 1) The daemon will offer a custom file which can be used by mapmakers for aircraft and load-out limitations. 2) The mapmaker will specify limitations. 3) The daemon will warn users in chat if they select an illegal load-out. The message will be viewed by the offending pilot and will repeat every 5 seconds. "You will be kicked if you take off with this load-out"/"You will be kicked if you takeoff with this aircraft" 4) If the pilot gets airborne then the daemon will kick him from the server and he will have to rejoin.
10) Match Scoring 1) Each team will receive 1 attendance point if they attend a match with 4 or more pilots. 2) The winner of each round will be awarded 1 point. In case of a tie each team will be awarded 1/2 point. 3) The winner of the combined total of both rounds will be awarded 1 point. If the total score of the match ends in a tie each team will be awarded 1/2 point. 4) If a player who is not registered on the USLG forums and their team roster is discovered competing in a match, the offending squad loses their attendance point, regardless of the number of pilots available. 5) If a team fails to show up for a match it's a forfeit - they get 0 points and their opponent gets 4 points.
11) PARSER SCORING SYSTEM The following are the point scoring rules that will be used for the USLG 2010 season. 1) All values come from the custom object values assigned by the USL technical team. (A full object value list to be published soon). 2) Destroyed object value counts towards the objects enemy. Destruction by AI counts. 3) Un-destroyed target objects, identified by the mapmaker and listed in the briefing, will award points toward the defending team. 4) FULL value is granted to the enemy immediately upon destruction of objects.
12) Aircraft Damage and Loss a) Aircraft loss or damage awards point value of the aircraft type to the other team regardless of whether or not the aircraft was shot down or damaged by human, AI or AAA. b) Aircraft damage is defined by the servers event log (resulting chat messages). When damage is significant enough to warrant a damage notification by the game. c) If the aircraft is damaged in any way (excluding friendly spawn accidents) it is removed from the pool of limited aircraft (if it is a limited type, as defined by the map maker). d) All of the above rules also apply to AI aircraft. e) All aircraft damaged or destroyed are reported in server messages. f) If the pilot ditches or lands a damaged (or damaged upon landing an) airplane at a home base then 10% of the value of the aircraft points are awarded to the enemy side. g) If the pilot ditches or lands an airplane outside the vicinity of an airbase on home territory then 50% of the value of the aircraft points are awarded to the enemy side. h) If the pilot ditches or lands an airplane on enemy territory then 75% of the value of the aircraft points are awarded to the enemy side. i) If the aircraft is destroyed 100% of the value of the aircraft points are awarded to the enemy side.
13) NO Bailout a) Reason why; In running server side tests and parser tests, it was discovered, during bailouts, a ghost bailout was added to the individual pilots progress which adversely effects the pilots score. Early on, our concern was that this was a glitch in the add-on modifications. So we ran the tests with the standard vanilla 4.09m with the exact same result; when a pilot bails out it adds a additional bailout to that pilot in the log file. The parser was eliminated because it was present in the log file BEFORE it was parsed.
What does all this mean? 1. It means that there is a GAME SIDE glitch that we have discovered that may have been overlooked in the last patch or may go back to the games initial release. It is quite possible that, until now, there has never been notice of it because there has been no close emphasis on bailout scoring. 2. We feel quite certain that Oleg is not going to drop what he's doing and throw resources at this and release a patch to fix it. 3. We can't use the parser to correct this anomaly because we don't know the source and don't know how to implement a corrective action. 4. Unfortunately, the "No Bail Out" ordinance will have to be reinstated to insure the integrity of each individuals score.
I'm sure that this is a disappointment to all of you who have been looking forward to adding this feature to the immersion. It is also a disappointment for us, as well, due to the amount of hours put into implementing the the bailout into our scoring and into the parser and daemon programming.
Considering that this is a game side glitch, there is simply nothing we can do at this time, but turn off the bail out options during matches.

14) Custom Point Values a) Any object value can be over-ridden by applying a new value to the "map-name.values" file. b) Map objects from the general 'Objects' list (ie those Object 0, 1, 2 etc) do not have a value assigned to them, they are not included in the default list.
15) Top-Gun and Top-Bomb a) Individual pilot kill tallies and bomber pilot points tallies are calculated for Top-Gun purposes. b) Top-Gun records 1 point for every destroyed or damaged aircraft, human or AI, that does not make it back to home base. c) Top-Bomb records point value of all destroyed objects on the ground, human or AI, regardless of rockets, bombs or gun attack. d) Top-Gun points are only awarded for airborne aircraft. Static ground strafing and vulching type kills are not awarded Top-Gun points. e) A Top-Gun point is not awarded for a team-kill, human or AI. f) Top-Bomb points are not counted for friendly objects destroyed.
16) Front Markers 1) Front markers will be static on all maps. 2) The parser will calculate from the position of an event which side of the front it was on and react accordingly.

21) Server Timer 1) Each match must have one person run a backup mechanical timer for each match. ( kitchen,stop watch, etc.)
22) Behaviour Unbecoming of an Officer and a Gentleman - (Actions contrary to good sportsmanship and the spirit of competition) The following offences are punishable by the forfeiture of one match point, or such lesser punishment as may be decided by the commissioner, (such as a forfeiture of game points), or such greater or lesser penalty as decided by the Board of Directors pending any appeal (such as disqualification);
1) It is an offence under this section to deliberately collide with an opposing aircraft, and in particular where this is in an attempt to deprive an enemy aircraft of scoring points.
2) It is an offence under this section to deliberately disconnect from the game when under attack.
3) It is an offence under this section to deliberately cause the destruction of one's own aircraft, and in particular where this is done when suffering fuel or ammunition exhaustion, to shorten the process of returning to active service, or in an attempt to score points prior to the game time limit.
4) If an ineligible player is discovered flying under an alias name, that pilot's entire team may be disqualified from the competition.
